Nquad in discrete_jacobi

Discrete Jacobi had Nquad = 3*N, I changed this to max(300, 3*N) to fix a problem in the wave function project. But it's a bit hacky. Best thing to do might be to just use a Gauss quadrature rule and then it will always be exact unless the user specifies the distribution.
