User story: User story: As a PP User, I'd like to send money to another PP User using the Smartphone - Use-case v1 #19
Description:
- Write a REST API to validating sending money from one account to another one. This means calling the service implemented in Implement the service for validating "sending money" #22
- Return the serialized object
- Write integration tests for this
