Option: Can't skip in an emergency meeting

TOR does this and it's really cool. When this option is enabled, there's no skip button in an emergency meeting. Players can let the time run out without voting to cast no votes as usual.

TOR has this option, it didnt work when my group tried it... didnt look into how it works, but people were still allowed to skip.

if it just ignores the skips.. thats news to me as skip still seemed to be what happened, maybe it was bugged back then though?

a better way would be to remove the skip button (if possible)

Then if that now works, great, but did not work for my group on a recent version, maybe it was a bug, but if that works now, that's great and I'm sure many would enjoy that feature.
