unregister commands not working #2145

Expected Behavior

It is expected that when using the corresponding functions, the command will not be registered in the server.

Actual Behavior

When debugging, I notice that the method always returns false, no matter how you try to unregister

Steps to Reproduce

Checklist:

I made sure there aren't duplicates of this report (Use Search)
[]x I made sure I am using an up-to-date version of Nukkit
I Made sure the bug/error is not caused by a plugin
