Unattended database updates - Db-ip

Mechanism to automatically download databases and update dice-where to use them.

This must be done transparently to the client application. and will involve a combination of command line scripting and java code.

Must work for all types of Db-ip databases. The updater tool itself must be configurable to use free versions or paid versions, in which case some kind of authentication against DB-IP's website is required.
