Locations filter not working! #10

I am using the following filters on the connector:

Locations: 46.553,28.5244,48.5184,30.1037 (Kuwait Region)

and I still get many tweets outside Kuwait Region... Actually not receiving anything inside including my own (I am tweeting with precise location)

Am I missing something?
