Swap controllers not completely swapping triggers

Various triggers seem to be bound to the driver station controller ID even after doing the soft swap (Start + Select).
Specifically, the driver controller LT still activates limelight LEDs after soft swap to operator controller. Expected behavior is that operator LT only manually retracts bash guards.
