Re-arrange it:

Carousel on top.

Below the carousel will be a photo gallery like https://hacknyu.org/.

Photo gallery, the carousel moves.

Implementaion of the carousel (a new React component):
Use a library to make life easy.

Implementation of the photo gallery (a new React component):
CSS implementation

And then at the end, they will be connected in functionality.
