Abandonment process for old TI supplements #170

  1. find some TI supplements that are potential candidates to deprecate
  2. Send notification to membership indicating that we are going to abandon them without someone coming forward to support the continued TI or promotion to FT
  3. If no advocate comes forward, then we deprecate.

Definitely good to record a rationale for deprecation.
Should harmonize with the existing process: https://wiki.ihe.net/index.php/Evaluation_of_Published_Profiles
If needed can expand the deprecation reasons to include "Boredom/Apathy" :-)
