Update binding support to minimize # of certificate stores required

Current binding configuration requires a new store for every binding combo. For a large deployment this is borderline unmanageable. The perfect solution would be to include platform changes for better certificate binding management. Need to work with product team to determine possible timelines. Depending on customer needs and product timelines, may need to seek temporary work around to include binding information in another persistence mechanism.
