add referenceScale beta ranges

there's a lot of of inconsistency and TODOs in it

originally the goal was to clean up this class, but i've been slowly reorganizing it, and now it's more or less ok. the only remaining thing is that not every a(beta) function has the beta range over which its coefficients were determined. it would be nice if someone could do a little archaeology to figure this out.
