The Code Of Conduct does not specify how issues should be reported

The COC does not specify how to report any person which does not behave within the lines of the code of conduct.

I think this should deserve an additional section to the COC, that unless specified else-where the report button or the Matrix moderator room should be used to report such issues, or something similar.
