Could you make it into a deb so that jailbroken users can install through cydia/zebra? #2

I'm a jailbroken user, I don't have a dev account or a mac to run xcode, could you guys make a jailbroken app that other users like me could simply install through cydia or their package manager of preference?
Also, an unrelated question that I never quite got the gist of, does the tracing API from apple work if I have the app for a different region/country? I'm probably moving soon, and I downloaded the tracker app for the other country, but since two can't run at the same time, I wonder if they are able to communicate at all, and if the app from the country I'm moving to would even work where I live now, because looking at Brazil's app (my current location) it only checked my exposure twice since the app was installed and it has been on since the begining.
