Have stat tracking disabled by default.

Before this is completed, the below must be completed:

  • Add config to disable stats by default
  • Update documentation to provide information on stat tracking and how to configure it
  • Add a way to set up stat tracking without manual invention from the user (maybe integrate with Pyre Bot)?
