Hurricane Track layer sticks around if you change you mind.

in the layer selection dialog, i select a hurricane layer. oops, i meant to select a different one, so i deselect it, but the hurricane track sticks around

This is kind of the same use case of adding a hurricane raster layer - hurricane track layer gets created.
The you go ahead and delete the raster layer from the garbage can. The hurricane track layer sticks around in this case too.
