Observation "charts" title bar appears redundant.

The title bar for the drawer selected layer area tabbed with "details/graph/config" buttons. when the graph tab is selected there is also a secondary "charts" title bar which contains a download button and a close button.

the secondary "chart" title bar seems redundant and uses space that could be put to better use. for example, removal of the charts title bar would leave room to show the entire graph with horizontal axis labels.

Please consider the following modifications:

• moving the "download" button up into the details/graph/config title bar, disabled until the graph area has focus.
• removing the close button.
