In dump_all_versions.txt:
u7956-k\@5 | u3013 | 99:0:0:0:0:200:200:ufa50
Meanwhile in dump_newest_only.txt:

 u7956-k                                                                | u3013   | 99:0:0:0:0:200:200:ufa50
 ufa50                                                                  | u7956   | 99:0:0:3:0:192:200:u793a-01$99:0:0:0:0:202:201:u4e14-02@4

Note u4e14-02@4, which is only present in dump_newest_only.txt and ufa50 which is not present in dump_all_versions.txt (which always has the @ version marker)

Problem is compounded because the name column in dump_all_versions.txt escapes the ampersand but the data column doesn't

Fix this problem with test-single-svg too
