In the ExtJS4 version with jarvus-ext-routing, the suspendLayoutUntilInitialRoute option on the application prevented duplicate layout runs between the initial viewport render and execution of the initial route.

The suspendLayoutUntilInitialRoute should be removed or implemented another way
