Picky Public release v0.2.a (2018-Jan-11)

• Point user to relevant URLs in help page
• Fixed off-by-one for reported month in .vcf
• Do not overload END for INSertion.
• Provide access to picky's notion of INDEL besides net effect of INDEL that user commonly expect
• Make consistent between bash script and cluster script
• Set up lib path so that Picky can find its modules in non-standard setup
