Double XSIDS in CHAT #89

When processing CHAT (with postcodes), sometimes double XSID codes occur. This happens in STAP_022 provided by Margo Zwitserlood.

Stap_03 is another example (multiple XSID 32).

Application now generates an AssertionError, but this is ignored. Find a good way to handle.
