Home page: paginate and search release batches #78

Pretty self-explanatory. Currently, we load all release batches. We should probably set a limit and make the page easier to consume.

Planned features:

Show 20 release batches
- add pager at bottom
Add search bar at top
- will search id and title
(Optional) Order batches by name or modify date
