Error with cl tag (or embbeded) #91

This usfm tags:

Does ParaTExt permit a footnote in a chapter label ?

This question should be addressed first.

This is essentially the same as #63 ... and as far as I can tell from examining the paratext stylesheets, this is not allowed. I will wait until I hear otherwise to decide what to do here.

In #63 I also described a simple workaround.

Although I used a TextPipe filter to implement the search & replace,
the same systematic change can be readily done by other means.
