Add an event (message) to inform user of software updates

Description:

Users should be able to receive software update messages. We may design a component for that purpose.

This component should be able to display a small notification symbol or a page modal. If it is a urgent update, then user should be warned that he/she will be forced to refresh the page in XX:XX minutes.
