Working with new admin accounts

Description

Acceptance criteria

• Able to read, write, delete messages from all the rooms via the admin account
• Changing of the admin account, can still produce the results above
• Admin interface on matrix-adapter, available only via message queue, to trigger update to settings in all rooms for a given user.

Additional Context

This is a workaround until a structured approach is introduced to tackle the issue with the admin account needing too much time to sync, due to the large amount of room membership
