[Azure][GCP]: Add TensorFlow-RStudio template #747

As a user I want to have a TensorFlow-RStudio template on Azure/GCP.

Acceptance criteria:

It should be TensorFlow-Rstudio template in drop down list in Notebook creation popup
Playbook for RStudio should be run successfully on TensorFlow-RStudio template (via local and remote kernels)
Playbook which use GPU should be run successfully on TensorFlow-RStudio template (via local and remote kernels)
