Specifying an array of scopes on --scopes options results in a single scope, not a scope for each value.
apigeeclix --org=$ORG products create --name=food-trucks-v1-$ENV --display-name=food-trucks-v1-$ENV \ --desc="Food Trucks API, with menus, locations and comments" \ --envs=$ENV \ --approval=auto \ --attrs=access=public \ --quota=42 \ --interval=1 \ --unit=minute \ --quota-counter-scope=OPERATION \ --opgrp=food-trucks-v1-opgrp.json \ --scopes="commentsAdmin,commentsRead,commentsWrite,foodTrucksAdmin,foodTrucksRead,foodTrucksWrite,menusAdmin,menusRead,menusWrite"
Produces
"scopes": [ "commentsAdmin,commentsRead,commentsWrite,foodTrucksAdmin,foodTrucksRead,foodTrucksWrite,menusAdmin,menusRead,menusWrite" ],
This works:

and correctly creates:
"scopes": [ "commentsRead", "commentsWrite", "commentsAdmin", "menusRead", "menusWrite", "menusAdmin", "foodTrucksRead", "foodTrucksWrite", "foodTrucksAdmin" ],
