Activity - Create CSV download interface #1376

Following the pagination update #1366, the activity csv requires a new interface to allow users to access the full activity.

This is a placeholder issue at this stage.

Goal:
Allow users to access the api and download the activity in pagination.

Flow:

Click the "CSV" CTA on the activity page
open a new page that allows download the data
new page will allow user to select the "pages" of data to fetch
