Describe the bug The tooltip for the create lock button is the same as the save/reset buttons. It should have its' own tooltip contents.

To Reproduce Go to voting page. Hover cursor over the create lock button.
Expected behavior Either no tooltip, or a relevant tooltip to the button that's being hovered over.
