Global Rollout Block CRD

After introducing rollout blocks in 0.6.0, some questions about the global rollout blocks namespace rose.
This is a suggestion to create a different CRD for global rollout blocks that is clustered, instead of namespaced (in a similar manner as a binding role in kubernetes can be defined within a namespace with a Role, or cluster-wide with a ClusterRole)
