Replace bootstrap with terra. #120

Terra is a UI framework that works better with react than bootstrap (https://github.com/cerner/terra-core). Given that it's best to keep all frontend interactions with react, I say we replace bootstrap with the offerings of Terra.

Acceptance Criteria:

  • Terra is used instead of Bootstrap for frontend work.

I take it that this would be the consumer branch of Terra?
