Only one DBC in the 8 that imports _honda_2017.dbc uses a different STEERING_SENSORS. See if we can move this message into the common DBC, and see if that one odd DBC can import another base DBC.

A few DBCs also make the steering rate negative with everything else the same, is this a mistake? Verify with data
