I'm a bit critical of something like did:github:OR13 for the same reason I've been critical of did:facebook:markus.sabadello (see Facebook DID method specification). In the DID spec community we have decided not to "prohibit" such DID methods, because 1. we can't, and 2. it's hard to define "decentralized". But in my opinion, a Github username is NOT a "Decentralized Identifier". OTOH I agree that "non-decentralized DIDs" can still be useful because of the standardized identifier syntax and resolution mechanism they provide.
