Create a command to list suppliers that have completed a specific survey during a specified period. The idea is to have this command run periodically (end-of-week) to send a report of all completion in the past week.

See CompletedAssessmentsAPIView for all completion across a site and PortfolioEngagementAPIView for completion a specific customer is interested in.
