Bug: Drag & hover to open doesn't work on the sidebar #15693

Description

The drag-and-hover-to-open feature isn’t supported on the sidebar. I think this was missed when we rebuilt the sidebar

Steps To Reproduce

Drag item and hover over item in the sidebar
Notice that the hovered location doesn't open

Requirements

Hovering over the sidebar item should open the location

Windows 11
