BUG: Grayed out "Edit" definition and documentation hyperlink should not become a collapse control

1. User level permissions
2. Go to team page
3. Go to a function
4. See grayed-out 'edit' button next to 'definition'
5. Click on it. Collapses the section.

Suggest that grayed out controls do nothing. See suggestion for tooltip at #544 .

I see that you can collapse by touching anywhere on the header row area, but this behavior seems confusing as you wouldn't expect an 'edit' to collapse (and certainly doesn't do this in a function area with proper permissions).
