Send error notifications to another service besides Slack #11

Using Slack exclusively for error notifications means if there's a Slack outage or a problem with our Slack account, we don't get notifications.

We should see if it's possible to push to one of these services instead:

Mattermost
Google Hangouts
Facebook Messenger
