Add pidcalib2 application #2184

Now pidcalib2 is with lb-conda it is easy to run on batch backend - I have my own setup to do it. It would be nice to make an application for it.

Would this be nicer as a generic lb-conda application?

Could do - I think the point was to pass cuts and particles as splitter arguments for PID calib. Maybe making a lb-conda base application and add a pid calib splitter or some such.
