Add quantity formatter for Bearing angle.

In the 3D view, I need to display bearing angles in some input fields.
This helps the user to know the direction. Ex: Know the bearing angle of a road section.

Example of a bearing angle in orange :

When converting it to a angle in degrees, we always treat it like it starts from the north.
