Add new standards for verification cases

Reason

Currently we have many verification tests that have been broken or not functioning out of the box. Having a set standardization requirement for any new verification cases added to TMAP8 will ensure these issues are fixed before a case gets added. Existing tests/verification cases should all also be standardized based on these new requirements.

Design

1. Add a verification standards document/checklist to the site documentation.
2. Go through all the existing verification cases and bring them up to the new standards.

Impact

Improving the quality of verification cases and tests in TMAP8 will help to demonstrate credibility and keeps the verification process transparent to users.
