New admiralty ship - Augment Boarding Party

As an initial explanation, a new Tactical power that's been available for a while is Augment Boarding Party. It causes significant shield drain, and if the affected enemy is defeated while active, it warps out and is added as a 1x use generic Admiralty card. There are four cards, one each for Frigate, Cruiser, Battleship, and Dreadnought-rank enemies.
