After editing and saving settings downloader does not use new settings until +-6 hours later

As the title says, I have updated the settings for the downloader to run faster, but it stays at it's current slow speed for at least several hours.

Whilst archiving some blogs my local drives neared their capacity, so I needed to offload some of the blogs to offsite storage. During the time that I was uploading and deleting zips of archived blogs I slowed down the speed for the night so it wouldn't fill up completely. This morning I deleted 100 gigs of old blogs and put the connections at the maximum again, now about 6 hours later the downloader just seems to have caught up with the new settings.
I'm running on a recently updated windows 10 machine, with version 1.0.8.67 64 bit.

Are you sure it took 6 hours, and not just an application restart? I had noticed settings weren't applied immediately, but I assumed that no amount of time would help so I have been restarting immediately after changing settings.
