Library fails if i didn't define CDS_ENABLE_HPSTAT.

I think, you have built libcds.so/.dll with CDS_ENABLE_HPSTAT and your application - without CDS_ENABLE_HPSTAT.

Issue #115: added checking CDS_ENABLE_HPSTAT in libcds initialization.

If the library has been build with CDS_ENABLE_HPSTAT and an application - without that flag (or vise versa), the library's  initialization will be aborted.
