Turns out I completely missed the existence of these. I thought they were Japanese punctuation marks.

Actually there seem to be a few more missing characters (the underlined hex digits at the top). Though I am not sure if they are printable in the latest version. You can see them in the editor tho.

So I did more research on these characters.
Zep's original intention was that these are for mazes.
The underlined superscript characters were placeholders and cannot be printed on newer versions of Pico-8. Instead they were replaced with some strange control codes.

I feel like the pico-8 maze characters connect differently from U+1FBA8 and U+1FBA9 so they should be encoded as distinct PUA characters. Though I understand why you wouldn't want that.

I don't think the underlined ones are worth encoding I don't think any Pico-8 game actually used them.
