The initial phase of the OTEL Contribution gets us in the door, contributing, and
shown as contributors in the industry.

## Acceptance Criteria

• Git Provider Receiver is contributed with GitHub metrics
• Gitlab is added as a provider to the Gitprovider receiver (done first in our vendor distro)
• our vendor distro is published publically
• we're listed on the site as vendors
• documentation and decisions are updated in TAG o11y
