Custom TensorFlow wheel with no AVX

This is a custom TensorFlow wheel that was built in a server with no AVX support. Use this if you cannot run the standard tensorflow because you CPU doesn't support AVX.

The wheel was built following the instructions from https://www.tensorflow.org/install/source, specifically the Docker Linux builds section.
