Is there any intention to add mercurial support?

If not; how would I use the intrinsic file timestamps, like rails does for image files, within css files?

Currently there are no plans to add mercurial support no.

In regards to file timestamps, I'm assuming you mean having the cache buster in the file path rather than as a query? If so this is not currently possible. We did talk about adding this, although as this is now in the latest asset pipeline work this is probably unlikely.
