Rust based Rosetta Reconciler

Description:

• The Reconciler package is used to ensure that balance changes derived from parsing Rosetta blocks are equivalent to the balance changes computed by the node. If you want to see an example of how to use this package, take a look at rosetta-cli.

Motivation:

• Reconciler is used (often in conjunction with syncer) to compare the balance computed exclusively from transaction operations with the balance returned by a Data API implementation at various heights (erroring if the "computed" and "live" balance differ).
