单字母声母的汉字的INITIALS格式下输出为空 #45

比如汉字“网”
按照顺序输出应该是 w w wang wa3ng
但是实际上的输出是 w wang wa3ng
声母部分为空，测试了好几个单字母声母的汉字都是这样的情况
