Should be able to update installed neo4j version with rake tasks #3

Maybe just running rake neo4j:install[version] again would do this. Should leave data and conf intact, I think. Right now it puts the folder neo4j-community-2.1.5 inside the db/neo4j/development directory for me. Spent a little time trying to fix but was having trouble getting pry to get me in there, wanted to create an issue so that I didn't forget.
