Steps to reproduce ?

Go to web app via a main account (for the test: admin)
Go to app files
Do a collab sharing on a file/folder
Connect on the shared user on web app
Do a public share on the shared file/folder
Try on main account to modify public shared link rights

Obtained results: App says that user can't change the rights
